BBMP Commencement Certificate (CC) & Occupancy Certificate (OC) in Bangalore: Complete Guide
A BBMP Commencement Certificate (CC) is the approval that lets construction begin after the building plan is sanctioned, while an Occupancy Certificate (OC) is issued after construction is complete and confirms the building was built as approved and is legally fit to occupy.

If you are building or buying a home in Bangalore, you will meet these two documents sooner or later. Many owners treat them as paperwork to be sorted out at the end. That is a costly habit. The Commencement Certificate decides whether your construction is legal from day one, and the Occupancy Certificate decides whether the finished building is legal to live in. This guide explains both in plain language, in the order they come, so you know what to do and when.
CC vs OC: what is the difference?
| What to compare | Commencement Certificate (CC) | Occupancy Certificate (OC) |
|---|---|---|
| When it is needed | After plan sanction, before construction starts | After construction is complete, before anyone moves in |
| What it confirms | Work may begin as per the sanctioned plan | The building was built as sanctioned and is fit to occupy |
| Who applies | Owner or developer, usually through an architect or engineer | Owner or developer, with a completion certificate from the architect or engineer |
| Key check | Site and plan details, ownership and khata records | Physical inspection of the finished building against the plan |
| If skipped | Construction treated as unauthorised | Building occupied without authority; utility, loan and resale problems |
The four stages of a legal building in Bangalore
Every legally built property in Bangalore follows the same path. The Commencement Certificate and the Occupancy Certificate are the second and fourth stages.
- Plan sanction (building licence). The authority approves your building plan.
- Commencement Certificate (CC). You are permitted to start construction.
- Construction. You build exactly as sanctioned, with site inspections at key stages.
- Occupancy Certificate (OC). The finished building is inspected and certified as fit to occupy.
Skipping any stage creates a problem that usually shows up later, at the worst time: when you apply for a loan, a water connection or a sale registration. If you are still at the first stage, see our BBMP plan approval support before you start.
Who issues these certificates now?
For many years these approvals were issued by the BBMP, and most people still call them BBMP certificates. In 2025 the BBMP was replaced by the Greater Bengaluru Authority (GBA) and five city corporations. Building approvals are processed through the online building plan approval system, and the officer who handles your case depends on the zone your property falls in.
The core rules have not changed: a sanctioned plan, a commencement permission before work begins, and an occupancy certificate after work ends. Forms, portals and office names do change, so always confirm the current procedure for your zone before applying.
Before the CC: the plan must be sanctioned
You cannot get a Commencement Certificate without a sanctioned building plan. The authority checks your plan against the building bye-laws, the zonal regulations, the setbacks, the permitted height and the coverage allowed for your plot. It also checks that your ownership and khata records are in order.
Bengaluru's civic authorities have been requiring an e-Khata for building licence, CC and OC applications since 1 July 2025. If you do not yet have one, our complete e-Khata guide explains the process, and our e-Khata services page shows how we can handle it for you. If your property is on B-Khata, read about B-Khata to A-Khata conversion first, because it can block both approvals.
Do not skip the basic title check either. Many approval delays start with a document problem that could have been found on day one.

The Commencement Certificate (CC) explained
What it is
The Commencement Certificate is the authority's permission to start construction on the approved plan. Under the Bangalore building bye-laws, the owner informs the authority before starting work, and construction begins only after the permission is in place. The permission is not open-ended: work is expected to begin within the period allowed after the licence, and you may need to apply again if you miss it.
Who needs it
Anyone building a new structure or carrying out a major extension that needs a sanctioned plan. Depending on the size and type of building, the process and the officer who checks it may differ. Larger buildings, such as those with more than one basement or several upper floors, and sites in areas covered by the development authority's plans, follow a more detailed process.
How the CC process usually works
- Intimate the start of work. The owner submits the commencement intimation online, usually with a signed hard copy and photographs of the site.
- Site inspection. An engineer from the authority visits the site and checks that it matches the sanctioned plan.
- Verification. For some categories, stages such as column casting are also verified.
- Approval and issue. Once the officer is satisfied, the certificate is approved and issued, subject to any payment the authority asks for.
Documents
- Sanctioned building plan and building licence
- Title documents (sale deed or equivalent) and khata record
- Latest property tax receipt
- Site photographs
- Architect/engineer details and signed forms
The exact list can change by zone and by building category, so treat this as a working checklist, not a legal list.
Note on CC: In Bangalore, "CC" can mean two different things. It usually means the Commencement Certificate, but some people use it for the Completion Certificate. They are different documents. If a bank, buyer or officer asks for a "CC", ask which one they mean before you hand anything over.
During construction: stay inside the sanctioned plan
The period between CC and OC is where most OC problems are created. The OC inspection compares what was built with what was sanctioned. Any difference can delay the certificate or put it at risk.
- Build only what the sanctioned plan allows.
- Do not add floors, rooms, balconies or staircases without approval.
- Keep dated photographs of construction progress.
- Inform the authority at required stages.
- Obtain fire clearance where applicable, especially for larger or higher buildings.
If changes are needed, apply for a revised plan first. Fixing a violation after construction is far harder than getting approval before it.
For larger projects, our project compliance liaison service can help coordinate the required compliance steps.
The Occupancy Certificate (OC) explained
What it is
The Occupancy Certificate confirms that the building was completed as per the sanctioned plan and is fit to be occupied. It is issued after the authority inspects the finished building. It is the proof that your building is a legal, complete structure.
How the OC process usually works
- Completion. Construction is finished as per plan, and commencement formalities have been completed.
- Completion certificate. A registered architect/engineer certifies completion; structural stability documentation may be required.
- Application. The owner applies through the applicable online system.
- Inspection. The officer compares the building with the sanctioned plan, CC and applicable clearances such as fire clearance.
- Issue. If the building matches the approved plan and requirements are satisfied, the OC is issued. Deviations may require corrections or further action.
Documents
- Sanctioned plan, licence and CC
- Completion certificate and structural stability documentation where required
- Fire clearance where applicable
- Title documents, e-Khata and property tax records
- Photographs and as-built drawings where required
After the OC, the owner can complete the relevant permanent utility and property-tax record formalities. See our property tax guide for the next step.
Is an OC always required? The small-house exemption
The State Government has issued orders exempting certain small residential buildings from the OC requirement, subject to conditions on plot size, number of floors, location and a sanctioned plan. These orders have been revised more than once, so check the latest order or speak to a professional before relying on an exemption.
Even when an OC is exempt, you still need a sanctioned plan, and you should build exactly as sanctioned. An exemption is not permission to build extra floors or extra area.
What happens if you skip the CC or the OC?
- Construction can be treated as unauthorised if it begins without the required commencement permission.
- Permanent utility connections can become difficult where an OC is required.
- Home loans, resale and buyer due diligence can become more difficult.
- Civic services can be affected where the required approvals are missing.
- Khata and property-record issues can create additional problems.
If your building already has no CC or OC, do not assume that applying for an OC alone will solve the problem. Get the sanctioned plan, khata records, tax records and actual construction reviewed first.
Common mistakes that cause CC and OC problems
- Starting construction before completing the commencement formalities.
- Building more than the sanctioned plan allows.
- Failing to keep photographs and construction records.
- Leaving khata or property-tax issues unresolved.
- Confusing a Completion Certificate with an Occupancy Certificate.
- Relying on an old procedure or an outdated OC exemption.
- Moving into the building before the required occupancy approval is in place.

Frequently asked questions
What is a Commencement Certificate (CC) in Bangalore?
A Commencement Certificate is the civic body's permission to begin construction on a site after the building plan has been sanctioned. It confirms that the work may start as per the approved plan. Starting work without it is treated as unauthorised construction.
What is an Occupancy Certificate (OC) in Bangalore?
An Occupancy Certificate is issued after construction is complete and the authority has inspected the building. It confirms that the building was built in line with the sanctioned plan and is fit to be occupied. It is also the document that utility providers, banks and buyers usually ask for.
What is the difference between CC and OC?
The Commencement Certificate comes before construction and permits the work to begin. The Occupancy Certificate comes after construction and permits people to live in or use the building. CC is about starting legally; OC is about finishing and occupying legally.
Can I start construction in Bangalore without a Commencement Certificate?
No. Construction should begin only after the plan is sanctioned and the commencement formalities are completed. Work started without them can attract notices, penalties and, in serious cases, action against the structure, and it can also cause problems when you apply for an OC later.
Is an Occupancy Certificate compulsory for an individual house in Bangalore?
Generally yes, but the State Government has issued orders exempting certain small residential buildings from the OC requirement, subject to conditions such as plot size, number of floors and a sanctioned plan. These orders have been revised more than once, so check the latest order or ask a professional before you rely on an exemption.
What happens if a building has no Occupancy Certificate?
Without an OC, the owner can face difficulty getting permanent water and electricity connections, loans, resale approvals and other civic services, and the building may be treated as occupied without authority. Penalties and enforcement action are also possible. The exact consequences depend on the case.
Is a Completion Certificate the same as an Occupancy Certificate?
No. A Completion Certificate is usually issued by the owner's registered architect or engineer to state that the work was completed as per the sanctioned plan. It is one of the documents submitted with the OC application. The Occupancy Certificate itself is issued by the civic authority after inspection.
Do I need an e-Khata or an A-Khata to apply for CC or OC?
Bengaluru's civic authorities have been asking for an e-Khata for building-related applications, and a clear property record makes both approvals smoother. A property on B-Khata can face extra difficulty, especially for an OC. If your property is on B-Khata, resolve the khata position first.
