Construction without sanction is the most expensive shortcut in Bengaluru: it blocks the occupancy certificate, complicates the property-tax assessment, weakens resale and exposes the building to notices. But sanction is not automatic — the site's Khata, the layout's approval status, road width and setbacks decide whether a plan can be sanctioned at all.

What usually needs to be done

  1. Eligibility check

    Khata status, layout approval, zoning/land use, road width, site dimensions and any pending tax — before you pay for drawings.

  2. Document set

    Title deed, Khata certificate and extract, e-Khata, tax-paid receipt, EC, survey sketch, conversion order where applicable, and owner identity.

  3. Application and sanction

    Filing through BBMP's online building-plan system with the architect's drawings, fee calculation, response to scrutiny remarks, and follow-up to sanction.

  4. After sanction

    Commencement, inspections where required, completion/occupancy certificate, and first property-tax assessment of the new building.

Can I get plan sanction on a B Khata site?

Generally no. BBMP building plan sanction is tied to A Khata / regular properties in approved layouts. For eligible sites the route is conversion to A Khata first; for others, we tell you plainly that sanction is not available and what the alternatives are.

What decides whether my site is eligible?

Khata status, whether the layout is approved (BDA/BMRDA/BBMP), the land-use zone, road width in front of the site, site dimensions and setbacks under the bye-laws, and whether tax is fully paid. We check each before filing.

How long does BBMP plan approval take?

It varies with the site, the completeness of the file and scrutiny remarks; we give a realistic estimate after the eligibility check rather than a generic number.
