Bulk e-Khata in Bengaluru is a single application, made by the developer of a new multi-storey building, to create the khata for all its flats in one go instead of applying flat by flat. Once it is approved, each flat can get its own e-Khata and be registered in the buyer's name. Eligibility and the final record depend on the building, documents and current rules. Marvel can help organise the paperwork, identify gaps and coordinate the application; approval remains with the authority.
Who this is for
- Developers of new multi-storey apartment buildings who need unit-wise khata records
- Builder project teams preparing for handover and buyer registrations
- Landowners and joint-development partners who need to understand which party holds the application responsibility
- Buyers waiting for their builder to complete the building-level khata process
What bulk e-Khata means
Rather than treating every flat as a separate starting point, the reported bulk process begins with a building-level application by the developer. The application and supporting records are reviewed, and the authority may verify the site or request clarifications. Where approved, unit-level records can then be created for the flats.
It is not a shortcut around title, sanctioned-plan, occupancy or tax issues. It also does not mean that every building or flat will automatically receive an A-Khata. Confirm the currently applicable process and eligibility with the authority responsible for your property's jurisdiction.
Bulk e-Khata vs individual flat e-Khata vs khata bifurcation
| Process | What it covers | Typical role |
|---|---|---|
| Bulk e-Khata | A reported building-level application covering multiple flats | Developer, subject to current eligibility rules |
| Individual flat e-Khata | The municipal khata record for one specific flat | Unit record for the buyer/owner, following the applicable process |
| Khata bifurcation | Dividing a parent property record into separate unit records | Administrative step that may be required before or alongside unit-wise records |
What Marvel Consultants can help with
- Initial review of the property ID, title documents, sanctioned plan and available tax/occupancy records
- Flat-wise schedule checks for unit numbers, areas, undivided share and parking details
- Identifying mismatches across the plan, sale documents and property records before submission
- Organising the application file and supporting documents for the current process
- Submission coordination and follow-up on queries or inspection requirements, where engaged
- Explaining the status and next steps in plain language to the developer or project team
We do not issue khatas, control official processing times or guarantee an approval. Government fees and statutory charges are separate from our professional fee.
Documents and information usually required
- Building/property ID and available parent khata or property records
- Land title documents and/or joint development agreement
- Sanctioned building plan and relevant permit records
- Occupancy Certificate (OC), if issued, and other completion-related documents available for the project
- Property tax records and proof of payment, where applicable
- Flat-wise schedule showing unit number, floor, area, undivided share and parking details
- Developer/owner identification and any authority-specific forms or declarations
This is a preparation list, not a guarantee that every item is sufficient or that every case needs exactly the same documents. The official checklist and current portal requirements take precedence.
Ask us to review the available project documents and identify likely gaps before you begin.
Step-by-step preparation process
Check the current route
Confirm the jurisdiction, whether the building and developer qualify, and the current application route with the responsible authority.
Review building records
Check the title or joint-development papers, sanctioned plan, property ID, tax position and OC/completion status.
Reconcile the flat schedule
Make sure the flat list, areas, undivided shares and parking details match the approved and supporting records.
Submit the application
Use the currently designated portal or office process and retain the acknowledgement and copies of everything submitted.
Respond to verification
Answer document queries and support any inspection required by the authority. Keep a record of each response and status update.
Verify final unit records
Confirm the final outcome and the separate record for each unit. An acknowledgement or provisional khata is not the final record.
Timeline and fees
We do not quote a fixed number of days for bulk e-Khata. Timing depends on document completeness, the need for verification or inspection, any discrepancies and the authority's current workload. A clear title trail, sanctioned plan, available OC and up-to-date tax records can reduce avoidable back-and-forth, but cannot guarantee a date.
Marvel's professional fee is agreed before work starts after a free first assessment. Per-unit fees may apply depending on the agreed scope. Government fees and statutory charges are separate and paid to the authority.
The provisional khata catch
Press reports in March 2025 described a bulk process for eligible new multi-storey buildings, including an initial provisional record when an application was submitted and a final khata after verification and inspection. Those reports described the provisional record as proof that an application had been made, not as a document usable for transactions. The reported distinction is important: do not treat an acknowledgement as final approval.
Press reports also described an e-Khata requirement for property registration from 1 July 2025. Requirements, exceptions and implementation can change, and Bengaluru's civic administration and portal names may change as responsibilities shift to the Greater Bengaluru Authority and city corporations. Check the current official instructions for the exact property and jurisdiction before relying on any reported date or process.
What can affect the outcome?
- Occupancy Certificate: the OC position can affect the record and classification available. Confirm the consequences for your building before applying.
- Sanctioned plan: differences between approved plans and the constructed building may require explanation or correction.
- Title and development rights: inconsistent land records or unclear joint-development arrangements can slow the file.
- Property tax: unpaid dues or inconsistent assessment details may need attention.
- Flat-wise data: unit numbers, areas, undivided shares and parking must reconcile with the project records.
Common problems we help identify
- Flat schedules do not match the sanctioned plan or sale documentation
- The developer is missing a key title, plan, tax or occupancy record
- There are differences in the property ID or parent property record
- Buyers have been told a provisional acknowledgement is the final khata
- The builder is unavailable and the association needs to understand which records it can request
- The application is pending and the project team does not know what query or verification remains open
Share the building stage and what is pending; we will explain the practical next step.

Frequently asked questions
What is bulk e-Khata in Bengaluru?
Bulk e-Khata is a single application, made by the developer of a new multi-storey building, to create the khata for all the flats in one go, instead of applying flat by flat. The building-level record is then divided into a separate khata for each flat.
Who can apply for bulk e-Khata?
The facility was reported to be designed for developers who have built new multi-storey buildings within the city's limits. Individual flat buyers generally cannot file it for the whole building. If you are a buyer waiting on the builder, you can ask the builder for the status or ask us to review the position.
Is the provisional khata enough to register a flat?
No. The provisional khata given on submission was reported to be proof that the application was made, but it cannot be used for transactions. The final khata, which follows verification and an inspection, is what allows flats to be registered in the buyers' names.
Is an Occupancy Certificate (OC) required for bulk e-Khata?
The OC strongly affects the outcome. A building that does not meet the rules, including one without an OC, was reported to receive a B-Khata instead of an A-Khata. Check your OC position before you apply, because fixing it first can change the result.
What documents are needed for bulk e-Khata?
Usually the building's property ID, the land title documents or joint development agreement, the sanctioned building plan, the Occupancy Certificate, the property tax records, and a flat-wise schedule of areas, undivided share and parking. The exact list can change by case, so confirm it before applying.
What is the difference between bulk e-Khata and an individual flat e-Khata?
Bulk e-Khata is the building-level step, filed once by the developer. An individual flat e-Khata is the record for one flat, which the buyer needs for tax, loans and resale. In practice the bulk step comes first, and then each flat gets its own e-Khata.
Can an apartment owners' association apply for bulk e-Khata?
The facility was described as being for developers, so check the current rules before assuming an association can file it. An association usually cannot approve or reject an individual flat's application, but it can supply building-level records, such as the sanctioned plan and the OC, when the builder is unavailable.
How long does bulk e-Khata take?
It depends on how complete the documents are, whether an inspection is needed and the current workload of the office, so we do not quote fixed day counts. A building with a clear title, a sanctioned plan, an OC and paid tax moves faster than one with gaps.
